Analisis Sinargi Wakaf dan Pembangunan Infrastruktur Jalan: Model Partisipasi Masyarakat Dan Akuntabilitas Publik Di Jorong Parit Panjang Kecamatan Lubuk Basung

Tujuan dari penelitian ini untuk menganalisis sinergi antara masyarakat dan pemerintah dalam pembangunan infrastruktur jalan serta menganalisis transparansi dan akuntabilitas penggunaan dana APBD di Jorong Parit Panjang Kecamatan Lubuk Basung. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Sumber data terdiri dari data primer yang dikumpulkan secara langsung dari dua belas informan dari institusi pemerintah dan masyarakat, serta sumber data sekunder berasal dari dokumen- dokuumen resmi dan berbagai referensi yang memiliki keterkaitan dengan topik penelitian. Hasil penelitian menunjukkan bahwa masyarakat dan pemerintah bekerja sama untuk membangun infrastruktur jalan. Masyarakat berpartisipasi melalui penyampaian usulan, musyawarah, gotong royong, dan pemberian tanah secara sukarela, sementara pemerintah bertanggungjawab dalam menyediakan anggaran dan melaksanakan pembangunan. Pemberian tanah tersebut memiliki nilai sosial dan keagamaan yang mendekati konsep wakaf, namun secara hukum belum dapat dikategorikan sebagai wakaf karena belum memenuhi seluruh rukun, syarat, dan unsur wakaf. Selain itu, transparansi dan akuntabilitas penggunaan dana APBD telah diterapkan melalui keterbukaan informasi dan pertanggungjawaban kepada masyarakat selama proses pembangunan berlangsung. Penerapan kedua aspek tersebut turut meningkatkan kepercayaan masyarakat terhadap pemerintah dalam pelaksanaan pembangunan infrastruktur jalan.
Abstract
This study aims to analyze the synergy between the community and the government regarding road infrastructure development, as well as to examine the transparency and accountability in the use of regional budget (APBD) funds in Jorong Parit Panjang, Lubuk Basung District. A qualitative research method with a descriptive approach was employed. Data were collected through observation, interviews, and documentation. Data sources included primary data gathered directly from twelve informants representing both government institutions and the community, alongside secondary data derived from official documents and various references relevant to the research topic. The findings indicate that the community and the government collaborate on road infrastructure development. Community participation manifests through the submission of proposals, consultative meetings, *gotong royong* (mutual cooperation), and the voluntary provision of land, while the government is responsible for providing the budget and executing the construction. The voluntary provision of land holds social and religious significance akin to the concept of *waqf* (religious endowment); however, legally, it cannot yet be classified as *waqf* because it does not fulfill all the requisite pillars, conditions, and elements of the practice. Furthermore, transparency and accountability regarding the use of APBD funds have been upheld through information disclosure and public reporting throughout the construction process. The implementation of these aspects has helped bolster public trust in the government regarding road infrastructure development.
