1. Publishing Institution and Organizational Responsibility

Yayasan Lembaga Studi Makwa (Makwa Foundation) is the publishing institution responsible for the organizational administration and operation of Intellect. The Foundation provides the institutional framework and publishing support needed for the journal to disseminate scholarly research in educational technology, learning innovation, and applied digital technologies for education.

The publisher oversees journal administration, technical infrastructure, publishing operations, and the resources required to support the editorial and production workflow. Scholarly assessment and decisions about manuscripts remain the responsibility of the journal's editorial leadership.

The affiliations of individual editors identify their academic institutions and do not, by themselves, indicate that those institutions own or co-publish the journal.

2. Editorial Governance and Management

The journal is managed through a defined division of responsibilities between the publisher, Editor-in-Chief, Journal Manager, and Editorial Board.

Publisher

Yayasan Lembaga Studi Makwa (Makwa Foundation) — responsible for publishing administration, infrastructure, and institutional support.

Editor-in-Chief

Firdaus Annas — Universitas Islam Negeri Sjech M. Djamil Djambek Bukittinggi, Indonesia. Responsible for overall editorial oversight, scientific quality, and final manuscript decisions.

Journal Manager

Miftahul Fikri — Makwa Foundation, Indonesia. Coordinates operational administration, journal communications, and editorial workflow support.

Editorial Board

Supports the journal's scholarly direction, editorial standards, and manuscript assessment. The current members, with their institutional affiliations, are listed on the Editorial Team page.

The Editor-in-Chief may consult qualified editors and independent reviewers when reaching an editorial decision. Reviewer recommendations inform, but do not replace, the editor's judgment.

3. Editorial Independence and Integrity

Editorial decisions are based on scholarly merit, originality, methodological quality, relevance to the journal's focus and scope, and compliance with publication ethics. The publisher's administrative or financial interests must not determine whether a manuscript is accepted or rejected.

The journal applies a double-anonymous peer-review process with at least two independent expert reviewers for manuscripts that proceed to external review, in accordance with its published Peer Review Process.

Editors and reviewers are expected to disclose relevant conflicts of interest and protect the confidentiality of submitted manuscripts. When an editor has a conflict of interest concerning a submission, the manuscript must be handled by an appropriately qualified, non-conflicted editor.

Fees, institutional relationships, and any honoraria for editorial or reviewing services must not influence reviewer recommendations or editorial decisions. Intellect does not offer paid fast-track review or guaranteed acceptance.

4. Publishing Operations and Financial Transparency

Makwa Foundation provides administrative and technical support for the journal's online publication process, including platform operations, editorial coordination, production services, and the management of publication records.

To support these activities, the journal applies a standard Article Processing Charge (APC) of IDR 400,000 per accepted article. The journal does not charge an additional, separate publication fee or offer a fast-track publication service.

APC revenue contributes to journal operations and editorial and peer-review support, including honoraria where applicable. All payments are administered separately from manuscript evaluation and editorial decisions. The current fee terms are available on the Author Fees page.

The journal publishes two regular issues annually, in June and December. Its published articles are made available through the journal's open-access platform, subject to the stated copyright and licensing terms.

5. Accountability and Public Information

The publisher and editorial leadership are responsible for ensuring that the journal's public information accurately reflects its governance, editorial procedures, and publishing arrangements. Changes to editorial appointments or organizational information should be reflected promptly on the relevant journal pages.

Questions concerning editorial decisions or scholarly content are directed to the editorial office, while queries about publishing administration and payment procedures are handled through the journal's official channels.
