About the Journal

Journal of Educational Management and Strategy (JEMAST) is a peer-reviewed, open-access scholarly journal published by Yayasan Lembaga Studi Makwa (Makwa Foundation), West Sumatra, Indonesia.

JEMAST is devoted to advancing research on strategic leadership, adaptive management, and organizational transformation in education. The journal provides a scholarly platform for examining how educational organizations and systems formulate, implement, adapt, and evaluate strategies in response to changing social, technological, economic, cultural, organizational, and policy environments.

Rather than approaching educational management merely as administrative practice, JEMAST views management as a strategic and adaptive organizational process through which educational institutions build capacity, allocate resources, develop people, respond to uncertainty, improve institutional effectiveness, and sustain educational change.

The journal particularly encourages theoretically informed and empirically rigorous studies that explain how and why educational organizations lead, manage, adapt, govern, and transform under changing conditions.

JEMAST welcomes scholarship from diverse educational and geographical settings, with particular interest in emerging, resource-constrained, culturally diverse, and underrepresented educational contexts. Comparative, cross-cultural, and transnational studies are also encouraged when they contribute to broader theoretical, methodological, managerial, or policy debates in educational management and strategy.

The scholarly identity of JEMAST is centred on the relationship between:

Within this orientation, the journal seeks research that goes beyond describing administrative practices or reporting whether a particular educational intervention is effective.

Priority is given to studies that explain:

• how educational strategies are formulated and implemented;
• how leaders make decisions under complexity and uncertainty;
• how educational organizations develop adaptive capacity;
• how human, financial, digital, and institutional resources are strategically managed;
• how governance and accountability influence organizational performance;
• how educational institutions respond to technological, social, and policy change; and

Scope Boundary

JEMAST is not primarily a journal of classroom teaching methods or subject-specific instruction.

Studies centred mainly on:

• teaching techniques;
• subject-content development;
• learning media;
• students' subject-specific difficulties;
• individual instructional models;
• classroom interventions; or
• simple comparisons of learning methods

are generally outside the journal's core scope unless they demonstrate a clear and substantial contribution to educational management, organizational strategy, leadership, governance, institutional capacity, or organizational transformation.

For example, a study examining the effectiveness of a particular learning application would not normally fall within the journal's core scope.

However, a study examining how institutional leadership, resource allocation, organizational readiness, or strategic decision-making shapes the adoption of that technology across an educational organization may be highly relevant to JEMAST.

JEMAST welcomes rigorous research employing:

• mixed methods;

• organizational studies;
• policy analysis;
• experimental and quasi-experimental approaches where organizationally relevant; and
• other methodological approaches appropriate to educational management and strategy.

The journal also considers:

• systematic reviews;
• meta-analyses;
• conceptual studies;
• theoretical studies; and
• rigorous evidence syntheses

when they provide a substantive theoretical, empirical, methodological, strategic, managerial, or policy contribution.

Purely descriptive studies or literature mappings without meaningful analytical or conceptual contribution are not considered a priority.

Scholarly Contribution

Manuscripts submitted to JEMAST are expected to demonstrate a contribution beyond the immediate institution or research site.

A strong manuscript should clearly establish:

1. a significant educational management or organizational problem;
2. engagement with relevant contemporary scholarship;
3. a clearly articulated research gap;
4. appropriate theoretical or conceptual grounding;
5. methodological rigor and transparency;
6. robust findings or evidence;
7. critical engagement with previous scholarship; and
8. a clear theoretical, empirical, methodological, managerial, or policy contribution.

The journal particularly values manuscripts that contribute to answering the question:

How do educational organizations and systems strategically lead, manage, adapt, develop capacity, allocate resources, govern, and transform in response to change?

Peer Review and Editorial Quality

All manuscripts undergo an initial editorial assessment before external peer review.

The editorial screening considers:

• conformity with the JEMAST Focus and Scope;
• originality and novelty;
• significance of the research problem;
• theoretical grounding;
• methodological quality;
• research integrity;
• analytical depth; and
• potential scholarly contribution.

Manuscripts that do not meet these requirements may be declined before external review.

Manuscripts that successfully pass editorial screening undergo a double-anonymous peer-review process. JEMAST currently states that manuscripts are evaluated by at least three independent reviewers with relevant expertise. Makwa Foundation Journal

The final publication decision is made by the editorial team based on the manuscript's scholarly merit, reviewers' reports, research integrity, and conformity with the journal's editorial standards.

Manuscript Submission

JEMAST uses a preliminary editorial screening process before formal submission to the journal's OJS platform.

Authors should not begin the process by independently registering and submitting directly to JEMAST OJS.

The initial process is:

Initial Manuscript Submission → Preliminary Editorial Screening → Initial Revision, if required → Editorial Approval → Author Account Preparation → Formal OJS Submission → Peer Review → Revision → Editorial Production → Publication

Authors initially submit manuscript information through the Makwa Foundation Manuscript Submission platform. The form collects article metadata and supporting information for preliminary editorial assessment. Manuscripts that meet the journal's aims, scope, and initial requirements may proceed to formal submission. JEMAST is published biannually, with two regular issues each year:

• January–June, published as the June issue; and

As part of its continuing editorial development, JEMAST is strengthening its scholarly identity from a broad educational management journal toward a more clearly defined research platform centred on:

strategic leadership, adaptive management, organizational capacity, educational governance, and organizational transformation.

This editorial direction reflects the increasing complexity faced by educational organizations, including digital transformation, changing policy environments, resource constraints, workforce development, institutional accountability, cultural diversity, sustainability, and organizational resilience.

Through this direction, JEMAST seeks to strengthen the relationship between theory, empirical evidence, organizational practice, and educational strategy, while bringing research from emerging and underrepresented educational contexts into wider scholarly conversations.
