The House of Representatives’ Oversight Deficits in Legislative and Budgetary Functions: A Constitutional Evaluation, 2019–2024

This article examines the authority of the People’s Representative Council (DPR) of the Republic of Indonesia in overseeing the implementation of laws, focusing on two main functions: the budgetary function and the legislative function. The study is based on empirical data on the DPR’s performance during the 2019–2024 term, during which only 37% of the recommendations from oversight meetings were followed up by the government. On the other hand, the Ministry of Finance successfully received its 14th consecutive Unqualified Opinion (WTP) from the Supreme Audit Agency on the Central Government’s Financial Statements for Fiscal Year 2024, and the DPR’s Budget Committee (Banggar) approved the Draft Law on Accountability for the State Budget for Fiscal Year 2024. This article analyzes the gap between constitutional norms and empirical practices, evaluates the effectiveness of the DPR’s oversight instruments, and formulates recommendations for institutional strengthening to ensure that the DPR truly performs a meaningful checks-and-balances function within Indonesia’s system of government.
